1. BIOGRAPHY

Born in Barcelona Spain in 1940, he has a B.E. in Agriculture and a Ph.D. in Biology-Ecology in Barcelona and Navarra, Spain, respectively, with an intermediate period as advanced milk cow free cowshed farm manager. This combination of training and job is the background of his scientific pursuing a succession of research interests, all of them developed in extreme environments either cold (mountain and high latitude) or dry arid and semi-arid around the world:

1970-80: Biomass dynamics and regeneration patterns in mountain Pyrenean forests and their interactions with humans and stock breeding (Puigdefabregas 1976, Puigdefabregas & Fillat 1986)

1980-90: Snowmelt hydrology and bio-geo-chemistry above the tree line (Puigdefabregas& Alvera 1986) impact on slope stability and forest dynamics in the Pyrenees and in the Andean Patagonia (Tierra del Fuego) (Garcia Ruiz et al  , Gallart ey al, Puigdefabregas et al  ). 

1990-2000: Contribution to desertification theory; and dryland hillslope dynamics including the adaptive role of spatial patterns of vegetation: Experimental field work with ad hoc installations in South Spain.

2000-2010. Land degradation assessment and dynamics in drylands at the country scale. Contribution to concepts, methodological developments and modelling approaches including human interaction.

2010-: Starting ‘ad honorem’ condition integrates his previous research into a multi-scale expertise on long term interactions among ecological, hydrological and geomorphic processes in sparse vegetation of arid environments. He is currently involved in linking bio-physical to socio-economic modelling of desertification and in the emotional controls of human decisions on the environment. This latter issue through collaboration of the neuroscience group of the Granada University Spain .

His research has been published in about authored or co-authored 250 contributions to mostly peer reviewed in scientific journals and book chapters, a selection of the most relevant is listed below. His work has been funded by competitive RD+I Spanish and mainly EU programs either as project Co-ordinator (DeSurvey Integrated Project) or as CSIC partner coordinator (Ladamer, Pesera, Medalus I-III). Associated to some research projects he conducted research expeditions to several areas in Spain, Italy, Maghrebian and Sahelian countries, Patagonia and Chilean drylands and collaborated to field campaigns organization in NW China.

As a complement to publications he attended many meetings and workshops. DRAGÓN 3 "Desertification Monitoring and Assessment Based on Remote Sensing”(2012-2016)

The objective of this project is to develop a quantitative and operational technique system for desertification monitoring and assessment in both China and Mongolia using ESA, Chinese and other relevant EO data in combination with climate-related and environmental data. The project will generate: (1) A classification approach for land use/land cover patterns mapping based on the combination of optical and radar data, (2) Improved algorithms for sparse vegetation parameters inversion based on multi-spectral and hyper-spectral remote sensing, (3) Determination of desertification benchmark through remote sensing, combined with climate and environment-related data at national and regional scales, (4) The optimal indicators for desertification assessment through comparisons among vegetation fraction trend analysis, NPP scaling, RUE and its advance versions(2dRUE), as implemented in the ESA DesertWatch Extension Project, (5) An operational desertification assessment system at the national and regional scales, (6) Assessment of human contribution to desertification under climate change, (7) training of young scientists in the field of desertification assessment based on remote sensing.

DESURVEY “A Surveillance System for Assessing and Monitoring Desertification". 2005-2010.

VI FP UE Contract nº 003950.

The DeSurvey integrated project aims at delivering a low cost and flexible desertification surveillance system. For this, a compact set of integrated procedures of desertification assessment and forecasting, with application and tutorial examples at the EU and national scales were developed. The performance of DeSurvey in other desertification threatened areas of UNCCD regional Annexes were also tested against other expertise and available procedures. The DeSurvey consortium consisted of 39 partners representing 10 EU Member States and 6 Third Country States that integrated key research organisations and industrial companies with a wide range of skills. The project was funded by the EU Framework Programme 6, Priority 1.1.6.3 "Global Change and ecosystems", and was being coordinated by Prof Puigdefabregas, EEZA-CSIC, Almeria, Spain. Five European sites (Greece, Spain, Italy, Portugal) were selected to allow the development of modelling, scaling and validation activities.

LADAMER “Land Degradation Assessment in Mediterranean Europe”. 2002-2005.

The LADAMER Project proposes an integrated approach to Land Degradation Assessments in Mediterranean Europe. The objective is to provide an assessment of the degradation status of Mediterranean lands on small scales, and the identification of hot spot areas subject to high desertification/degradation risk. LADAMER aims at supplying products relevant to national and international institutional end-users. The approach is based on an integration of expertise in landscape ecology and soil science, remote sensing, spatial analysis and integrated land use modelling. Different models and techniques that have already proven their validity on local to sub-regional scale will be modified to permit their application on regional scales. The project will use existing data on European land-use, soils and terrain elevation, climatic recordings used for agro-climatic modelling on European scale, remote sensing data archives from the VEGETATION and AVHRR systems, and regionalised socio-economic data.

PESERA “Pan-European Soil Erosion Risk Assessment”. 2000-2003.

Funded under the European Fifth Framework Programme - contract "QLK5-CT- 1999-01323"

Overview: Current soil erosion models are designed to assess erosion at high resolutions and are not suitable to develop regional soil conservation strategies. A physically based and spatially distributed model will be developed, calibrated and validated to quantify soil erosion in a nested strategy of focussing on environmentally sensitive areas relevant to European scale. Accurate databases will be compiled and upgraded through satellite image processing and computational techniques. The project will concentrate on promoting a robust and flexible model by demonstrating its performance at different resolutions and across agro-ecological zones, and by ensuring its relevance to policy makers through impact assessment and scenario analysis. A strong expert and end-user network will be established across Europe.

“Evaluación de la desertificación en España”. 1997-1999

Plan Nacional I+D (Programa Nacional Medio Ambiente). Project ID: AMB97-1000-CO2-01

The project is a contract in the sense that its commissioned to deliver an operational assessement of desertification in Spain at NUT-3 resolution. The approach involves the degree of intensity and temporal trends of main desertification drivers (Aridity, GRICULTURAL Value Added, and rural population density ) in the period 1965-95.This information allows setting a potential risk of desertification. The degree of active desertification and its trend is evaluated by the decline of quality indicators obtained from published reports in the NUT-3’s  rated  as ‘in danger’ from soil condition, water resources condition, agricultural productivity and land use systems ftequency distributions. The research effort on desertification mitigation in thewhoe Spain is also computed in the reference period. Besides the extended report, a policy addressed report is provided with the main causes and status of desertification and guidelines yo help policy strategies.

MEDALUS III  “Mediterranean Desertification and Land Use. Future climate change scenarios for the MEDALUS Target Areas”. 1996-1999.

Funded under the European Programme FP4-ENV 2C. Project ID: ENV4950121

Scenarios of daily temperature and rainfall for ten-years periods for the decades 1970-79, 2030-39 and 2090-2099 for the Agri and Guadalentin MEDALUS Target Areas, based on output from climate models run to simulate the effects of global warming.

The work will concentrate on the following aspects : (a) Identification and mapping of environmentally sensitive areas (ESAs) to desertification. (b) Definition of ESAs to desertification based on sets of measured attributes such as climate variability, ecosystems, land use changes, land abandonment, and landscape characteristics. (c) Investigation of specific processes involved in land degradation and desertification. (d) Development and improvement of counter measurements and strategies for sustainable management of land resources and protection against desertification.

The project involves the detailed study of the issue of desertification mitigation, policy making, and regional level interactions in four areas along the northern Mediterranean and the Atlantic coastline which in particular are located in Alentejo (Portugal), Guadalentin-Segura basins (Spain), Agri valley (Italy), and Lesvos (Greece)

MEDALUS I  “Mediterranean desertification and Land Use” 1989-1992.

Funded under the European Programme on Climatology and Natural Hazards  (EPOC-CT90-0014-SMA).

MEDALUS brought together 17 institutions from eight Member States to establish a sound working knowledge of ecological and soil systems and their interactions in the Mediterranean regions of Europe. The project aimed to:

- Investigate the physical, biological and socio-economic processes leading to and continuing to cause desertification in the Mediterranean regions of Europe;

- Create models of these processes with a view to projecting the impact of climatic changes and changes in socio-economic activities, especially EU policy, on the landscape system of the Mediterranean;

- Identify possible mechanisms for mitigating these effects.

“Evaluación y seguimiento de la desertificación en España: Mapa de la Condición de la tierra 2000-2010”

El objetivo principal de este mapa de condición de la tierra es dar una representación coherente de los ecosistemas terrestres, identificando estados y tendencias en términos de madurez ecológica, y con especial atención a la degradación de tierras. Su dominio espacial es el estado español, y su período de referencia es 2000-2010.

Además, este mapa tiene dos objetivos asociados. Uno es servir como instrumento para diagnósticos detallados sobre los que basar políticas territoriales, especialmente las relacionadas con desertificación. Y el otro es servir como prototipo metodológico para aplicaciones en España para un período posterior, o bien, aplicaciones en países diferentes.

DESERTWATCH “Desertification Monitoring Service” . 2004-2008.

Development of an EO-based Information System to support national and regional authorities in reporting to the UNCCD and monitoring desertification trends over time.

The DesertWatch project aimed at developing a user-tailored, standardised, commonly accepted and operational information system based on EO technology to support national and regional authorities of Annex IV countries in reporting commonly to the UNCCD and assessing and monitoring desertification and its trends over time. From a methodological viewpoint the project exploited the most consolidated scientific results derived from the research and application projects funded by the EC, ESA and the national programmes (e.g., TESEO-Desertification, DISMED, LADAMER, DESERTLINKS, MEDALUS). The project aimed at bringing the gap between the extensive research work carried out in the last years and the operational needs of the user communit.

SURMODES ”A Surveillance System for Assessing and Monitoring of Desertification" (2000)

Desertification is a complex landscape syndrome generating irreversible effects on human populations. SURMODES developed an integrated set of earth observation techniques that use several types of sensors and satellite platforms. One group of techniques attempts to develop new indices and indicators of land condition. They help users to focus on aspects of land that are relevant for detecting changes and trends in its condition. Among indices, vegetation density and drought resistance have been considered. Among indicators, an objective procedure was proposed for assessing land condition in terms of its position in an aggradation - degradation gradient. A second group of techniques were developed to help monitoring by recording values of indices or indicators sampled over time in the target área.

RESEL ”Red de Estaciones de Seguimiento de la Erosión y la Desertificación), Ministerio de Medio Ambiente, Rural y Marino de España. Since 1995.

La Red de Estaciones Experimentales de Seguimiento y Evaluación de la Erosión y la Desertificación (RESEL) del Proyecto LUCDEME se inicia en 1995 con el objetivo de contribuir al mantenimiento de una red de estaciones de campo que permita un seguimiento directo de los procesos físicos de desertificación y sin perder esta vinculación, posteriormente se integra como línea específica del Programa de Acción Nacional contra la Desertificación (PAND).

Se creó a partir de estaciones ya existentes que respondían a diversas iniciativas, métodos y objetivos, por lo que el conjunto carecía de homogeneidad. Debido a que las estaciones de seguimiento y evaluación de la erosión hídrica son difíciles y costosas de instalar y mantener, se hizo un esfuerzo para homogeneizar las características físicas y de instrumentación de estas estaciones existentes.

Con la puesta en marcha del proyecto se persiguió contribuir a la coordinación y mejor utilización de los resultados obtenidos por los diversos grupos de investigación que se dedican al estudio experimental de la erosión.

A través de la red se pretende homologar los métodos de medición de campo y el tratamiento, almacenamiento y explotación de los datos de erosión, hidrológicos y de calidad del agua, mediante la creación de una base de datos común y homogénea, que pueda ser consultada por cualquier investigador o gestor del medio ambiente y que permita diseñar acciones preventivas y planes de uso y gestión de áreas sensibles a la desertificación. Para ello, los responsables de los centros asociados proporcionan periódicamente los datos relacionados con los procesos erosivos y la desertificación que obtienen en las estaciones experimentales de la red.

RESEL cuenta actualmente con información sobre 49 estaciones experimentales pertenecientes a 21 centros asociados. Están situadas en 11 comunidades autónomas. Las estaciones tienen diferentes características y dimensiones, y son representativas de los diferentes paisajes erosivos de España.

La red es susceptible de ser ampliada con áreas experimentales en ecosistemas no representados. El proyecto tiene alcance nacional pero tiene potencialidad de proyección en el ámbito mediterráneo, probablemente en el marco del Plan de Acción del Mediterráneo del Programa de Naciones Unidas para el Medio Ambiente y del Anexo IV de Aplicación Regional para el Mediterráneo Norte de la CLD.

The 2dRUE tool for assessment and monitoring land cover status. The 2dRUE method for assessment and monitoring of land condition is a mature user-ready tool developed by the EEZA team (Langrade Group) that has been applied to more than ten countries or regions worldwide. Its development started with the FP6 DeSurvey IP and is currently being deployed for cloud computing under the FP7 MELODIES project.
